The government of Pakistan had implemented Zakat and Ushr ordinance in 1980. Council of Islamic Ideology Pakistan submitted recommendations regarding collection and distribution of Zakat and Ushr in Pakistan in 1979. Most of the recommendations had heard accommodated in the ordinance just the some were not made the post of that. The council recommended for compulsory deduction of Zakat from every Muslim but the ordinance excluded shias from the compulsory deduction. The council also opposed the concession of ¼ to 1/3 in Ushr against the expenses of wops. Islamic Ideology Council also proposed the amendments in is income then and wealth then and also recommended to impose social welfare Ten on non Muslims.
